The optimum ratio was the one conceded to the NTIA of the Department of
Commerce when ICANN was first approved. It was the basis on which
ICANN was allowed to proceed.
9 at large directors balancing the 9 directors elected by the SO's.
One deciding Chair.
If the @large directors would remain a minority, the risk is there that
Board decisions are not determined by the strength of the arguments, but
by the strenght of the numbers.
