As far as I can see from outside, it's very simple. this is a draft budget
and it's not at all clear what the amount should be, so they left it out -
probably by mistake. Certainly a silly mistake, politically and
practically, but certainly not a secret board decision.... Stand by for an
amendment in Stockholm....and meanwhile, please do contribute to the
substantive questions the Committee is trying to address.
