I agree to this point..

Fees derived means fees are set. Legal restrictions
(read governing)as well as the financial conditions go
hand in hand. 

I strongly dissagree with generating fees for ICANN
through registration. Basically it would be creating a
precident where a fully independent, international
body thrue ICANN would be governing without
representation or independent oversight. Paying a fee
(read tax) is not the same as elected representation.

Many of the registered domain holders have businesses,
some quite large. And as the model of economic
participation of the here and future, Giving the keys
to these domains/sites to ICANN is just asking for
trouble.

It would undermine the sovernty of the governments
whos members live and own buisnesses in. In short, bad
idea.

This would be the very first far reaching
quasi-governing body which would create and set
mandates and levy taxes on an international level;
which also reaches the averge cconsumer.This could
mutate into the begining of a world governing body.

A board or commitee must not have that type of power.

Only thrue formal democratic representation will
anything even close gain support and legitamacy.
ICANN suffers because of a lack of discipline to do
the right thing in this regard. 

Its a fact that there is alot of discussion about the
legitamacy of ICANN due to proper and fair
representation. This shadow alone is enogh to cause
enough distrust to sink the organization in the long
run, even with changes to a more open system.

It simply must lay aside the board squatters, and
reinvent itself...QUICKLY; if it has a chance to rise
to the level it is mandated to do. Anything less will
have yet another organization to take it's place.

No taxation without representation.
