I totally agree. Although we in the US created the Internet, our "baby" has
grown up, and it's time to be good parents and let it out into the world!
:)
ICANN will only have true authority when the Internet community at large --
every living, breathing one of us -- accepts that authority and deferrs to
it. That will never happen as long as the old vested interests continue to
keep control. If ICANN's rules are discussed, voted on and approved directly
by the majority of the Internet community at large, that will be true
ligitimacy! :)

Comments on Study: ""ICANN and the Problem of Legitimacy"
Being new to this forum and Reading all the positive and negative opinions,
I think that Mr. Young has addressed a very basic and important corner stone
of this organization which has to be constructed and established first.
This organization should address all problems, laws, and regulations
related to the internet world wide based on set plan, rules and regulation
which should be decided by the Internet community at large through their
currant ICANN directors elected from the --Internet community at
large --carrying out the will of their constituents, this will give ICANN
its legitimacy. So this proposed plan, regulation and principles should be
proposed by the currant ICANN directors then put for discussion by all the
ICANN members and finally to be voted on by ALL the Internet community,
after establishing this big step we would have laid our Bill of rights and
all the governing laws for this organization at that time we should have all
the directors to be elected only by the Internet community at large (Non of
them should be appointed by governments), this organization is an
international and global body representing all Internet users all over the
planet and not for one nation to control, We should really turn it this way
to be the first truly global organization democratically established,
governed and run by the Internet users in the earth planet.
