I am interested in the idea of the "oldest netizen" and I
thought that this idea could be extended.  Certainly I have
found that different age groups are interested in internet
access for very different reasons.  I do not want to
generalize but I thought a few examples would support my
case for electoral colleges (or constituencies) defined by
age-group..

Young university students (18 - 25?) are using the net for
downloading porn and sending e-mails....!!

Small business persons (29 - 45) rely on the internet as a
cost-effective information and communication medium.

Retired and semi-retired people (around sixty) have found
the internet a safe way to deal with banking transactions...

For ICANN to effectively respond to such different needs a
regular audit on individual users is necessary.  And so I
agree with others, that the interest of the individual in
ICANN should be above the interest of the group.
