  I can't say that there are "Ever changing number of countries".  If so,
please provide some recent evidence to this contention?  As to the
substance of you question, is that the 9 should be included initially.
We are not advocating each country have a Board member.  Perhaps
I was not as clear on this point as I should have been...  But each country
that has participating or interested parties should be able to be members
and vote without the egregious restrictions that currently have been
imposed upon qualifying as members that the present ICANN BoD
has edicted.

  Certainly not with the skewed method to determine the present 5.
Rahter a method that the the majority of the @large membership
can agree upon.

  But why not insure that any new @large board member is answerable
to the internet users or otherwise stakeholders?

  The regional approach if fine.  But the present regional designation is not
representative.
