I envision multiple methods for access: e-mail forums such as this, virtual
Web-based "town hall" meetings, even actual regional meetings.  Certianly
grass-roots volunteer-supported outreach programs to gauge the needs of
those currently "disenfranchised" from the Internet.  And most importantly,
an open election process to vote for both board members *and* issues!
