We have to start somewhere, and the details you outline in this message
"feel right" amd will work for the near future.  However, at some point
ICANN, to properly represent  world-wide interests, need to divorce itself
from all local, state and federal laws.  How that can be done is beyond me,
but then I'm a techie, not a lawyer!
