It would be nice if we could limit this conversation to a purely technical
discussion.  But like it or no, the decisions made by ICANN will affect
people's lives, and the Internet it builds will affect the quality of life
of every man, woman and child on earth eventually, as all our government,
commercial and social processes continue to move to the 'Net.  We have an
obligation to ensure that the technical solutions ICANN implements serve
