  Agreed.  The White Paper and the MoU mandate that at least what you
state here is not only necessary but required.  I would add that in addition
the At-Large Community or the stakeholders/intereste parties, must also
have a vote on ANY Policies being considered and be able to openly,
and on a level playing field, propose policy considerations as well to
satisfy the "Botton-Up" requirements of the White Paper and the MoU.

  To date however the ICANN BoD and staff an the previous Interim
BoD did not and has yet to allow for this or even meet this mandate
of their Contract(s).
