  This mostly looks like a replacement for the present "Constituency Model"
which currently is not working very well.  However perhaps a SO replacement
would be a more direct model that could have more success.

  I would state this differently.  That being "as long as the At-Large is
or has the majority of the BoD seats as they represent the majority
of the stakeholders/interested parties (some 82% Est. ).
