I didn't mean to suggest that the member must be _paying_ for the
connection, or that the connection must exist at their home or otherwise be
secured by the individual.  I am really referring to "access to a
connection".  Therefore, if a local library or community center provides
such access, then a member could obtain a free email account (like through
Yahoo) and tie that to their postal address.
