At first glance, that would be an barely-acceptable start.  But I expect, if
we limit our ambition to that, we are ceding too much ground too soon.  Karl
Auerbach is beginning to bring me around to his point of view, if only as an
initial bargaining position: ask for *all* the seats to be voted in by the
At-Large community!

Nor can we afford to bring too few resources to fight the fire we have! :)
