[ALSC-Forum] Draft Final Report - e-book version available

I've prepared a PalmReader e-book version of the Draft Final Report,
for reading it on the train, bus, or whereever you want. 

I've taken the liberty to remove the appendix, since the links are 
pretty useless for an e-book version.  (But don't worry, there's a 
notice where to get the original version of the document.)
