I have just run upon an interesting scenario by applying the logic of
only domain name holders being allowed in the altar. [assuming they
have no other registered DN.] All of those poor suckers who paid to
play in the Afilias/.Info lottery and lost could not be members. Well
we certainly would not want someone effected so little by ICANN
contracts and policy to have a say in ICANN would we? Of course this
begs the question of losers in one of WIPOS UDRP determinations, of
course we would have to kick them out.
On the other hand if someone registered a DN just so he could
participate in the AL but then was rejected from voting because a back
room bunch decided against accepting his email ballot, like say a quota
system against certain TLDs DNs, we then he should be able to do a
proper charge back on his credit card in that the only reason he
registered the name was to vote but he still could not. Since Verisign
and ICANN were in contractual privity I think it would be valid.

P.S. Has anyone else noticed that a standard spell check leaves you with
ICON for ICANN and ALTAR for At-Large. Are users just kneeling and
sacrificing at the Altar of the great ICON?
