[ALSC-Forum] Amending the draft to allow for nine elected Directors

Working under the assumption that the bulk of the ALSC draft will be adopted 
by the Board, and also working under the assumption that the ALSC will 
re-think their position with respect to having six At-Large Board members 
instead of the nine At-Large Board members that we were promised, it will be 
necessary to formulate a means whereby the other three Board members come to 
be selected.   

Once the first six are chosen, it will be apparent to the Regional and Global 
ALSO Council members that certain skill sets might be needed to round-out the 
composition of the Board.   These Council members could conduct their own 
vote (choosing from among their own elected membership) to select the other 
three Board members that will be needed.    No cost to the organization.

The resulting three vacancies within the Council would simply be filled by 
the candidates that were next in line in the election process.
