You've forgotten those countries where an individual cannot register
a
domain name at all. There are untold numbers of individuals who
have
websites under www.<hostmaster>.tld/~username. Not that it
should
matter whether there is a website involved, or just those who "use"
the internet - www, usenet, email only... What difference does it
make? Then there are those who's interests stem from reading of
the
effects that ICANN policy may have on their banking, potential
taxes,
online purchasing, education, development within their own
countries,
choice...
This draft excluses a multitude of people who have every right to
participate in a public benefit corporation such as ICANN.
