That would certainly allow a better grouping according to culture 
and language.  It would also ensure diversity on the board. The 
only concern I would have in any scenario is that elected board 
members have a solid understanding of the internet as a whole.  I 
can see no reason to not find that in the creation of nine regions 
that reflect the diversity of users.
