In my humble view, what we are now facing is the need to reconcile a top-down 
report (ALSC) with the conclusions of a bottom-up report (NAIS).  This is a 
classic conflict, and one to which the members of the DNSO are no strangers.  
We have had our own recent battle between the top-down report of the Review 
Task Force and the bottom-up report of the Review Working Group.  

How do we resolve the clash between what is ostensibly a Task Force report 
and the findings of a  Working Group?  I am not sure that I have the answer 
(as within the DNSO we have not arrived at any successful procedures to 
resolve such conflicts), but perhaps joint working sessions involving the 
ALSC, the NAIS, and the Interim Coordinating Committee would be advised if we 
seek to achieve consensus.

If we work together, perhaps the outstanding issues can amicably be 
resolved... 

Perhaps you could advise if the ALSC would be amenable to such an approach (I 
assume that a portion of your $450,000 budget would allow for this 
contingency)?
