My alternative is nine seats of which five/six are regional and
four/three are global. I think there should be a modest fee to help
prevent fraud and keep the electorate down to a manageable size.
I am agnostic on the issue of whether it is registrants or users but
prefer users because compliance costs (which the proposed ALSO is
expected to fund) would be huge scrutinising memberships if it is
registrants only.
