[ALSC-Forum] Let get real: a last attempt to get back on track

Dear ALSC Folks and List Members,
I suppose all this goes to nowhere. ALSC people are without illusion. Ghana 
is at hand. There are  no members. All the money has been spent. We do not 
even know how to gather the money for Denise's salary.

I propose you that using the aquired experience we restart it from zero and 
make a clean shirt proposition to the GAC, SSRAC, SOs, BoD, DoC etc.. 
and  to address the whole problem once for all.

1. we acknowledge the Internet is everyone consensus to use TCP/IP over the 
IP and naming plans.

2. we accept that administering a consensus is carried by a governance 
system. That a governance system losely ties together commonly accepted 
function managers. That the ICANN's role withing the Internet governance is 
to manage the IANA functions.

3. that in managing those functions the IANA needs the support of every 
interested internet participants whose we identify three main types of 
gathering:
     - everyone : we name them @large
     - gathered by dedicated interests : we name them constituencies
     - gathered into local communities : we name them LICs organized by 
their NIC.

4. that we want to organize all this under a clean, commonly agreed and 
universally accepted Internatioinal Cooperating Association for Names and 
Numbers managing the IANA functions.

     - incorporated as non profit association of all the Internet Participants
     - subsidized by an international NIC and TLD operator council in 
proportion to the DN they register
     - controlled by the GAC and audited by an International Consumer 
Organization Council
     - operating the IANA functions with a reduced technical Staff
     - following a technical policy establised by interested constituencies 
and an @large assembly gathered into IANA functions dedicated SOs, each of 
them animated by a Constituencies and Assembly Council
     - directed by a BoD gathering for a diversified selection and 
stability of:
        - 9 Directors indirectly elected by the SOs
        - 9 Directors directely elected by the @large General ICANN 
Assembly on a regional self chosen basis
        - 1 Director representing the Staff.
     - using its resulting unique catalisys ability for innovation and 
development in organizing a permanent physical and virtual "Internet 
Campus" where every Internet Participant Consituency, Association, Lobby, 
thinktank, developping organization may be represented, organize fora and 
F2F meetings, etc... in order to foster cross fertilization without fear of 
mission creep.

5. That the current USG root system by the DoC will continue to operate and 
that a parallel mirror system will be progressively implemented by the new 
organization, trying to unite all the existing separated root services and 
to prevent the emergence of new separations. An ad hoc Root Service 
Providers Open Council including the SSRAC and the DoC will be created and 
associated to the SSRAC to permit the emergence of a global root agreement 
estabilishing a set of common good practices and procedures and an inter 
root provider financial compensation scheme.

6. that the whole system is founded on the following culture:
     - respect of the netiquette, courtesy and democratic rules when applying
     - transparency enforced by the use of a common online tool for every 
decision, even F2F
     - efficiency enforced by the use of the position link reduction 
method, where by people may freely organized by dedicated ad hoc working 
fora supported by a site where they link their position statements, the 
target of the debate being to reduce the difference between these published 
positions until an agreeing or disagreeing consensus is uncovered.
     - equal treatment to all, digital, financial and lingual divides 
having been accounted for.
     - the support of a Consummer Comparative Information effort to the 
benefit of the Internet Participants in every languages.
     - public accounting, Staff personal plans being globalized.

7. that it will be organized and incorporated as a separte body 
incorporated in Geneva, Virgin Islands or any other place of international 
existing or (Internet related intended) renown providing a non profit tax 
exempt and clear legal environement. And that the mission of the present 
ICANN will be to move under that new ICANN entity out of DoC control and 
business grip but under complete GAC, business and user communities control.

As far as @large is concerned:

- the ICANN/GA will be created
- the constituencies (BC, NCDNHC, IPC, ...) wanting to participate will be 
accepted there
- a moderator and a secretariat will be elected
- all the 2000 voters will be proposed to join through a mail and through 
press annoucement
- funding will be provided by agreements with marketing agencies permtted 
to link seriously rewarded monthly questionaires and information pages as a 
marketing research service to the industy. Systems like sourceforge and a 
ventureforge service will be associated to the benefit and for the 
animation of the whole Internet Communitee.
