  One can, but such donations would not be tax deductible presently.

  I think you mean "Of importance".  None the less, yes a At-Large can be
formed either inside of ICANN or outside still.  In order for ICANN to
meet it's MoU and White Paper requirements it must be open to any
and all stakeholders to join as a member.  The At-Large is necessary
for this to occur given ICANN's current structure.

  No election committee is necessary initially.  Only an organization with
a small group of individuals that make up a funding group to provide for
collection of funds in a  legal manner...
