Dear Pindar,

A frequent criticism of ICANN is that significant new initiatives are not 
developed in a bottom up manner, but rather by the ICANN Staff, usually not 
even in consultation with the elected Board.  We have previously noted the 
involvement of Mr. Sims in the VeriSign negotiations that ultimately led the 
Board to disregard the consensus view of the entirety of the DNSO.  Even 
though Mr. Sims claimed that he was working on his own (without the guidance 
or even knowledge of Staff), few would give credence to such remarks.  Fear, 
doubt, and uncertainty have been proven to be warranted when reports are 
tendered that Joe Sims is "on a mission".

You can put an end to this FUD by asking Mr. Sims to comment on the report 
being circulated.  Both you and Esther know him well enough to make such a 
request.
