Let be practical.

1. ICANN AT LARGE does not resolve because I was to drop it. Also I do not 
know how to renew it because I have been transfered from Registrars to 
Verisigns what creates me problems. But that will solve.

2. Non-Profit organization. I have a non-profit secretariat for 24 years 
which served several large PTT and Telecom plans. It has a banking account 
and may serve as a temporary legal location.

3. Incorporating an "ICANN AT LARGE" non profit association can be done 
tomorow if you want in France for $30, be legally in operation immediately 
and be able to open a bank account in 15 days anywhere in the world. I can 
offer that as the world@wide foundation: its job. We have no problem in 
getting it a Credit Card collection service I think. Peter de Blanc's 
bsiness is to provide a service where you can have a central CC payement 
and the money can be sent to the correponding local  banking accounts 
automatically. We could ask him and negotiate the rate.

4. I do not think that @large should contribute. They should only enlist in 
giving some creedentials as "developper", "lawyer involved in Internet" 
etc... and accept to be interviewed as part of their assistance to the 
Internet Community. We would then charge a "question fee" to people wanting 
to run market studies. We should start scouting market research firms to 
test the concept and determine a rate. A part of the money could be passed 
to the credit of charities or to actions against the digital divide 
supported by the Member (a list of the accrued amounts would be published 
to keep some emulation: like for experts-echange.com ).

5. I think we can organize a complete system for resgitration, management, 
archive, polling, questions, voting etc... I am discussing that with a 
skilled and known member of our community that Joop knows. The only thing 
we need now is an NT computer as I suppose Joop and that developper are 
under NT.

6. If we follow that track and a lawyer is ready to cooperate we could 
publish a press annoucement before the BoD meeting.

Question: who on the bootstrap BoD? Who puts his name as founder?
