I personally accept the point that often in the At Large matter process
tends to go over substance; I think that many of us are considering the idea
of submitting comments to ICANN on the Reform Plan - I will certainly do if
I find some spare time - and those who won't do it have decided not to do it
because ICANN has a long history in the past about asking for comments and
then not considering them at all - they didn't even properly consider the
proposals of their own At Large Study Committee, let alone considering input
from individuals scattered all around the world (especially if they don't
bring $$$ with them). As you might see, there are many different opinions on
ICANN itself inside the 700+ icannatlarge.com members, so, by the way,
please about talking about "Bill's group" or "Joanna's group" - this is no
one's group at the moment, and I hope it will never be possible to label it
as anyone's group.
However, as long as there's no process set up to define and recognize
consensus, there cannot be any substance on which there is consensus. Thus,
any comment anyone might make at this time would be strictly personal, and
no one would be enabled to submit anything on behalf of those 700+
icannatlarge.com members anyway.
My personal hope is that in a few months we will be able to have a great
process set up to produce great substance. This is the ultimate target for
the whole effort. You may be free to believe that this is not achievable,
but I think it is, and I hope (at least if my opinions will be accepted and
supported by the members) that in a very short timeframe we will be able to
convince you to change your mind.
I am aware of the fact that when we reach this goal it might be too late for
us to still count anything - but there's no other option in front of the At
Large members after the Board decisions in Accra, unless they want to accept
proposals like yours, which would finally cut them out of the game. And, by
the way, though unlikely, it might happen that when we reach that goal it
will be too late for *ICANN* to still count anything.
