I think that a decentralized at large is the only way it could be -
you cannot think of having the same top-down structure imposed to the
whole world. There are tons of different cultures, languages,
societies, jobs, political ideas... out there, and tons of different
ways to discuss and decide (e-mail, web, physical meetings...). Each
group should be able to self-organize on a manageable size, and then
you should only have a light structure at the centre, that serves as
collector of the opinions of all groups and weighs them up to a
consensus.
