Jamie,

ICANN staff doesn't have a role in organizing At-Large at this point.
Outside funds were raised to support initial At-Large organizing efforts and
I'm helping temporarily to facilitate the creation of At-Large structures.

information).  Funding for ICANN staff to support At-Large in ICANN's next
fiscal year was included in the budget proposed by Stuart Lynn and awaits
Board action.

I'm not completely clear on what you mean by "present itself to the ICANN
board for a second chance."  To the extent that new At-Large entities have
input on their role in ICANN's coordinating and management structures, I
will help coordinate and communicate these views if needed, and will also
offer advice to the Board and/or Evolution and Reform Committee, as
appropriate, on future actions regarding At-Large.
