What do you and the rest of the ICANN staff mean by "at large structures."
Is this the ICANN way of saying it will do the Lynn plan, where you don't
recognize any single structure to formally represent the public, but you
have these consultations with various groups, that have zero votes on
anything?   I note that the Lynn plan doesn't have much of a role for users
or the public in general other than to have some PR staff person talk to
them.

2.  Manager of Public Participation
  a) Responsible for managing the public comment and participation process
for ICANN on all substantive matters. Will solicit, receive and report to
the Board on all public input on matters put out for public comment.

  b) Responsible for managing all ICANN public forums, public e-mail list,
etc. Provided necessary electronic access to publicize findings and
recommendations, all of which will be available to the public.

  c) Provided with support staff and other resources necessary to carry out
responsibilities effectively
