  This is what the most recent/current language seems to be intimating.

  In fact the Lynn/Touton/Simms plan has NO/NADA role for users
or domain name holders either in policy making via vote.  Just what
Thomas Rossler likes to call "Dialog Mode"...  Consultations are
good, but not any where near good enough to meet the contractual
requirements of the White Paper and the MoU...
