Evolution is what I like to refer to the reform process as being.
ICANN initially started out with lofty ideas of global democracy and
representativeness and consensus and bottom up open and transparent process. It
truly was operating in a social frontier. As any short study of frontiers will
tell us, most have to be settled first before a real representative type
governance can occur.
At first you will have your carpetbaggers and wranglers and pirates and yes even
squatters, but as the frontier becomes occupied and settled it must evolve into
notions of civilized behaviour which include the above referenced lofty ideas.
I would strongly suggest to you, and I believe you to be quite sincere, that the
time has come that mob vigilance and self proclaimed representativeness are
becoming dinosaurs in Internet evolution. For ICANN to survive and continue its'
place it must evolve into those lofty ideas. As a Wyatt Earp it may have served
its' purpose but now we are demanding duly elected constables of the peace. I
believe your great country's' history mirrors this same truth.
