I did bother to read all of the questions. I personally found a number of
them expressly leading, as did tow of our legal council as I mentioned
in my previous post on this thread. Perhaps you did not comprehend
that part of my previous post. If not, please take the time to
read it again...

Leading questions I do not answer. It is also a policy within
our organization to refrain from doing so if at all possible.

Any such answers will not be MINE but the collective responses
from our members. We prefer constructive "Work" that has a
tangible and effective result. As this "Working Paper" seems to
be more of a "Make Work Paper" from our preliminary review
any such possible answers will be made to those that posed them
directly and copied to the DOC/NTIA for their information and
review...
