At Large Study Committee

Dear Members of the NGO and Academic ICANN Study,

Thank you for your February 7 letter explaining NAIS' interdisciplinary effort to review the At Large elections and future governance structure of ICANN, and requesting At Large election data and documents.

As I am sure you can appreciate, since my appointment on January 26 as At Large Membership Study Committee Chair, the Committee's Vice-Chairs (Chuck Costello and Pindar Wong) and I have been focused on selecting Committee Members and organizing the initial work of the Committee. Information on all of our efforts is available on our new website: www.atlargestudy.org.

We were gratified to hear of NAIS' At Large Study efforts. Your plan to create a "study template" outlining a research methodology is of particular, immediate interest to the Committee. Part of the Committee's initial focus is how to achieve participation of a diversity of Internet stakeholders worldwide and encourage independent At Large studies. It sounds like your template may be helpful in this regard, and we look forward to hearing more about it.

The Committee initially will address the critical, broad issues surrounding an ICANN At Large constituency (some of which are included in our charter and in our Melbourne meeting announcement, which is attached). Consideration of last year's At Large election will come later.  A detailed schedule of the Committee's work will be made available on our website in the near future. Our work will culminate with the issuance of a draft final report for public comment in September, and submission of a final report to ICANN's Board at its November meeting.

At Large election data is administered by, and is the responsibility of, ICANN. At the appropriate time, the Committee will be submitting to ICANN its own request for election data. Your input is welcome on the Committee's future analysis of the elections. The Committee has forwarded your request for detailed election data and documents to ICANN, and has requested that they respond expeditiously. We also have asked ICANN to publicly release any additional aggregate election data that they have available relating to the At Large membership registration and voting process. This data will be posted on our website, as will future election data that the Committee receives that can be released without violating the data privacy protections and appropriate non-disclosure agreements.

We look forward to receiving your analysis of the At Large election data, as well as your study of the concept of At-Large membership, and the nature of public representation for the ICANN Board of Directors as a whole.
