ALSC STATEMENT OF WORK
As directed by ICANN's
Board on November 15, 2001, the ALSC is investigating further "the various
practical implementation issues that would be required should the Board adopt
some or all of the ALSC recommendations, including the establishment of local
and/or regional entities that could serve as a basis for bringing together individuals
interested in participating in the ICANN process." Listed below are key tasks
on which the ALSC is focusing. As always, the ALSC welcomes and encourages input

Definition Of At-Large Member/Electorate ("Domain Name ++")
The ALSC proposed the creation of an At-Large Supporting Organization (ALSO)
to foster At-Large participation and representation. The ALSO would have "participants"
comprised of anyone interested in participating in open, on-line discussion
forums, and "members" comprised of a verifiable, vested, self-supporting community
of users to elect ALSO leadership and At-Large Directors every three years.
The ALSC proposed individual domain name holders as one such defined community,
and is soliciting ideas for additional definitions. Suggestions should meet
the criteria of having 1) a vested interest in ICANN activities, 2) a reasonable
method of verifying identity, and 3) a mechanism for paying a membership fee.
For example, it has been suggested that individuals who physically attend ICANN
Board meetings should be able to register in person and pay a fee for At-Large
membership. Another example is designating members of certain organizations
as eligible for At-Large membership and allowing them to become At-Large members
through these organizations.
ALSO
The ALSC recommended that a global ALSO be created to serve as a local and regional-based
framework for At-Large outreach and education, engaging members, aggregating
views, enabling consensus decision-making, and working closely with other organizations
to address issues and develop policy on Internet user/consumer issues that fall
within ICANN's specific technical and administrative mission. We proposed that
the ALSO be a decentralized, regionally-based structure that will enable individual
members to learn about and discuss relevant issues in their own language, find
common ground with users in other localities and regions and ultimately provide
meaningful user advice to ICANN. To provide additional information to ICANN's
Board, the ALSC is soliciting ideas on how such an entity could be created and
what its initial charter might be. The ALSC also is soliciting specific expressions
of interest from organizations worldwide that would be willing to help create
such an "At-Large" organization.
At-Large Membership Size, Cost
Questions have been raised about the level of interest in At-Large membership,
particularly if a membership fee is required. The ALSC is seeking ideas on how
to quantify the level of interest in At-Large membership and is also investigating
membership cost estimates.
At-Large Election
The ALSC is assisting ICANN's President and CEO with contingency planning for
carrying out an At-Large election process in 2002, "to ensure that option is
practically available should the Board adopt some or all of those recommendations
that would require such elections." The ALSC will propose for public consideration
initial election guidelines and procedures (such as creation of ballots, self-nominations,
nominating committee, voter education and dialogue, voting, terms, election
schedule, code of conduct, etc.).
Domain Name-Based Registration Process
The ALSC recommended initially defining At-Large members as "individual domain
name holders" -- the "administrative contact" for a "registered domain name."
The ALSC is gathering information on the potential rules, processes, and programs
needed to implement such an approach, including outreach, notification, registration,
verification, fee payment, registrar and registry activities, technical and
administrative requirements, etc.
